esp32s3: sync memprot header from esp32s2, fixing compilation error
Since 497b730e8f7b3b76b136831bea318f9f1bb8b649, panic_handler.c calls esp_memprot_get_active_intr_memtype instead of esp_memprot_is_assoc_intr_any.
