db0bdc2ac6 core: add flag "input_get_empty" in buffer 
The default value is 0 (legacy behavior).
When it is set to 1, an empty input (just by pressing Return with nothing in
input) is sent to the input callback, which receives an empty string.

112bebcddf core: add a way to count the suffix length in max chars displayed in cut of string ("cut:" and "cutscr:") (closes #963) 
The format to use is one of:

- ${cut:+max,suffix,string}
- ${cutscr:+max,suffix,string}

With the "+" before max, WeeChat ensures there are at most "max" chars in
output, including the length of suffix string.

pointers.

The syntax is: ${cutscr:max,suffix,string}.

d31e4f1d9a irc: send signal "irc_server_lag_changed", store lag in server buffer 
The lag is stored in the local variable "lag" of the server buffer.
When there is no lag, the local variable does not exist.
