2630a87bb1 Change allocation of commands/modes 
API change: Commands passed to AddCommand are no longer deleted automatically

This removes lots of needless heap allocation and fixes a few memory leaks by
allocating commands and modes as part of the Module rather than creating them
separately in the module constructor.

929cd28544 Convert snomask 'A' into snomask 'a' for local announcements, add snomask 'A' for remote announcements. 
Make SAMODE send a snotice to 'a' and remote to 'A' - fixes bug #822, reported by Taros
We really need a wrapper to use these, but, for now it's usable.

b6dbd6caab Update all wiki links to point to the new wiki. This was done automatically with the following command, only .Makefile.inc got some indent fixups by hand.

8de87c2a9b Change module versions to use a string instead of fixed digits, and use propset ID to auto-set versions, so we don't have (essentially unused) module versions.

dd36852a52 Wheee, mass commit! this adds const stafety, throwing a compile error if anyone does: "parameters[n] = blahvar;" in a command handler etc. where they REALLY SHOULD NOT fuck with the value and should 
copy the pointer.

449bbb6e04 Slight API tweak. Change Command to take char * instead of char in it's constructor, this avoids confusion/generates a compile error if someone mixes up flags with number of params, instead of working but not working as expected in a weird manner.

cadc11999e Convert all to new Attach() system. The Implements() method needs removing from all modules as it is dead weight.

8394be69a0 Move everything module-related out of InspIRCd and into ModuleManager, there is a ModuleManager instantiated as InspIRCd::Modules. Several of the function names have changed slightly as well. e.g. Instance->FindModule(m_foobar.so); is now Instance->Modules->Find(m_foobar.so); 
All modules in the core distribution should also be updated in line with these changes.

31e2d05225 Add VF_COMMON to a lot modules which require it. Reported by danielg in bug #369 and bug #370. Thanks, and sorry for the delay. Also fix one or two erroneous CMD_FAILURE that are more understandable as CMD_LOCALONLY. :)

76d7e8a068 Header rearrangement, move inspircd.h to top, remove stdio, stdlib, stdblahblah that we dont even use, remove redeclared <string>, <map>, <vector>. 
This (1) fixes the irc::string::move warnings on vc8 (2) speeds up compile a lot

9cf56d917d Windows support. Tested and working to compile on freebsd and linux. Next step is to make sure it actually works in windows too. ;p. Add Burlex to contributors.

66098d307c (Bigger than it looks, i did this with perl inplace edit) -- commands now take an InspIRCd* param to their constructor, so that you can do stuff within them without an extern

d0b4bb3811 Last of Server:: methods moved to InspIRCd::. Server:: removed. 
This will need a real good tidyup later, because now everything is in the right place, but its a mess because for now i threw them into place (e.g. space indenting, etc)
Next on the todo: Make command handlers have a ServerInstance (gank!)
