37fbbd840c Add first class support for extbans. 
This replaces the previous support which was pretty much a giant
hack and was not synchronised between servers.

a57621c74b Rename Module::flags to Module::properties. 
This name is more descriptive and should create less warnings about
shadowing in existing modules.
