65627cc9d9 Add <showwhois:opersonly>, allows server admins to unlock umode +W use for regular users. Users without users/auspex priv (not opered, or just not given) will see display host instead of real host always, though.

32a619dbea Implement <security:runasuser> and <security:runasgroup> - allows for set(g|u)id to drop privs after starting, which can be useful for people who want to bind privileged ports without exposing their anus to a giant cucumber.

4a455cfeea Make regex providers load correctly. Move m_rline to use the regex providers, and also move m_rline out of extras/. Document provider modules, <rline:engine> and particularly the uselessness of <rline engine="glob">.

67c1245304 Add and document <shun:enabledcommands>, allowing customisation of specifically which commands shunned users may execute. NOTE: PART/QUIT (if allowed) will always suppress the PART/QUIT message. This needs some testing. :)

f1426e7c16 Rethink that. Remove noinvite since it's essentially useless now, so we have chmode +A to allow everyone to invite and extban A to block invite from specific users.

9ee4abdf11 Add m_serverban, implements extban +b s:server.mask.here, allows +e. This essentially implements local-only channels, if you care about such things (+be s:* s:my.local.server). Document it as well.
